The 174-unit Artists Flats project will be the residential portion of a mixed-use building that is planned to replace the Toby’s Dinner Theatre site in accordance with the County’s Downtown Columbia Plan. The mixed-use building will feature a modern performing and visual arts complex known as the New Cultural Center and an on-site parking garage.
