The National Affordable Housing Act of 1990 created the Family Self-Sufficiency Program (“FSS”). It is a federally mandated program to give Housing Choice Voucher residents incentives, by providing a service delivery network to enable them to earn a living wage and opportunity for home ownership. A Housing Choice Voucher family has to be employed to contribute to an escrow account. FSS participants who increase their earnings through work will have matching funds deposited into their escrow savings account by the Howard County Housing Commission.
