The Howard County Housing Commission (HCHC) invites you to review the Draft Annual PHA Plan and Draft Administrative Plan for Fiscal Year 2026. The Annual PHA Plan outlines the overall goals, operations, and strategies for meeting local housing needs for the year, while the Administrative Plan is a detailed document outlining local policies for the Housing Choice Voucher (HCV) program.
The Annual Plan and the Administrative Plan may be viewed on this page and are available for viewing in hard copy at the Commission’s office at 9770 Patuxent Woods Drive, Suite 100, Columbia, MD 21046, during normal business hours Monday – Friday from 8:00 am – 4:30 pm.
A public hearing will be held to accept comments on the draft plan(s) at HCHC’s office (address above) on February 2, 2026, at 4 pm. Comments may be submitted in writing during the comment period by emailing cgorham@househoward.org.
The only change to the annual plan is Chapter 17.
